Foreword. This Standard is new in the VRS 2026 edition. It exists because the Verified tier (VRS-GEN-003 §6.8) is earned on documents, and a manufacturer asked for documents is entitled to one list, in plain language, with the reason for every line. That is what Clause 5 and Clause 6 are: the intrinsic information pack — 46 items, 3 of them optional — and, for each of the twelve sectors, the few items its criteria need that the intrinsic pack does not already contain. Every line carries a Required by reference to the criterion subclause whose Verified row calls for it; nothing is asked for that no criterion needs, and the standards themselves carry no reference back to this list. The lines were derived from the criteria (VRS-GEN-101 to VRS-GEN-107 and the sector
-201protocols) and then reviewed for readability; the admission test for every line is that a manufacturer eligible for the Verified tier already holds it or can produce it with modest effort, under any confidentiality regime, without building or testing anything new. The pack is attested by an officer in the fixed form of Annex A and is admissible only whole (Clause 7). As a standard it is versioned X.Y (VRS-GEN-004 §5.4). Requirements use “shall”.
Introduction
Documentary assessment schemes fail in one of two ways. Either the assessor asks for whatever seems useful — and the manufacturer, faced with an open-ended request, sends too little or too much and resents both — or the assessor publishes a checklist that nobody can trace to a purpose, so that the same document is demanded from a robot to which it cannot apply. The VRS avoids both by deriving the list from the criteria. A criterion’s Verified row says, in plain words, what evidence it needs; the pack line that satisfies it is written once here, and the two are tied by the Required by reference. A manufacturer reading a line can turn to the cited subclause and see the rung ladder the document will be scored against. A reviewer can see that every line has a home and every criterion has a line. And when an edition adds or retires a criterion, the list changes with it — nothing else.
The pack is deliberately modest. Its admission test is that an eligible manufacturer holds each item already: a risk assessment, a safety-function table, test reports, a service manual, a parts catalogue, an SBOM, a warranty, a price list. Redaction is allowed wherever the fact the criterion scores remains verifiable. What is not negotiable is completeness: the pack is admitted whole or not at all, because a pack with a hole in it would let a manufacturer choose which criteria to be scored on, and a rating built that way would mislead the underwriter or lender who relies on it.
1 Scope
This Standard specifies the information pack a manufacturer submits for a Verified or Certified assessment under the VRS 2026 edition: the intrinsic pack (Clause 5), the sector packs (Clause 6), the rules of submission — completeness, redaction, scope, third-party items, refresh (Clause 7) — the officer attestation (Clause 8 and Annex A), and how the pack is received, checked and recorded (Clause 9). Annex B maps every intrinsic criterion to the pack lines that serve it.
It does not: define any criterion, rung, ceiling or points (VRS-GEN-101 to VRS-GEN-107, the sector
-201 protocols); define the admissibility, grading or provenance rules for evidence (VRS-GEN-012);
define the Unverified path, which uses no pack (VRS-GEN-204); or define the witnessed demonstration
(VRS-GEN-203 and the sector -110 protocols).

3 Terms and definitions
Terms defined in VRS-GEN-001 apply. In addition:
3.1 information pack — the set of documents, tables and declarations a manufacturer submits for a Verified or Certified assessment: the intrinsic pack plus the sector pack of each applicable sector.
3.2 pack line — one numbered item of Clause 5 or Clause 6, with its content, its form, its scope and the criterion subclause(s) that require it.
3.3 required line — a pack line not marked optional; every required line shall be supplied (Clause 7).
3.4 optional line — a pack line marked optional: supplied where the manufacturer holds it, scoring the criterion’s higher rung where it does; its absence scores the rung the remaining evidence supports and is not a defect of the pack.
3.5 scope — whether a line is model-specific (model), company-wide (company), or model-specific with a company-wide fallback allowed at the criterion’s stated lower ceiling (model or company; VRS-GEN-005 §6.5).
3.6 rated range — the hardware revisions and the software and firmware version range the pack describes and the rating covers (VRS-GEN-009).
3.7 window — the period a record-type line covers, stated in the line and not shorter than the criterion requires.
3.8 officer attestation — the signed statement, in the fixed form of Annex A, by an officer of the manufacturer that the pack is accurate and complete for the rated range.
3.9 refresh pack — the pack submitted for a rating refresh under VRS-GEN-004 Clause 7, consisting of the change declaration (8.4) and the lines the changes affect.
4 How to read the pack
4.1 Each pack line states: an identifier (IR-nn for the intrinsic pack, <CODE>-nn for a
sector pack); what the line contains, in plain language; the form in which it is normally supplied;
its scope (3.5); whether it is optional; and the criterion subclause(s) that require it.
4.2 The Required by reference is the justification for the line and the pointer to the rung ladder against which the content will be scored. A manufacturer who considers a line inapplicable to its model shall say so in the pack against that line, with the reason; the reviewer scores the criterion on the remaining evidence.
4.3 The form column is indicative: any form that carries the stated content, is attributable to the manufacturer and is dated is acceptable. Where a line names a standard, the standard is the model for the content, not a requirement to hold a certificate to it.
4.4 Where one document serves several lines, it shall be supplied once and referenced from each line it serves.
5 The intrinsic information pack
The intrinsic pack serves the criteria of VRS-GEN-101 to VRS-GEN-107 and is submitted for every Verified or Certified assessment in every sector. 46 lines, 3 optional.

6 The sector information packs
A sector pack contains only the lines the sector’s criteria require that the intrinsic pack does not
already contain. It is submitted for each sector determined applicable (VRS-GEN-006 §5). Where a
sector criterion is served by an intrinsic line, the sector pack does not repeat it; the sector
-201 protocol’s Verified rows say which intrinsic lines they draw on.

7 Rules of submission
7.1 Completeness. The pack shall be admitted only when every required line of the intrinsic pack and of each applicable sector pack is supplied or is declared inapplicable with a reason (4.2). A pack with a required line missing and undeclared shall not be admitted, and the assessment shall not proceed at the Verified or Certified tier until it is complete; it may proceed at the Unverified tier under VRS-GEN-204. Optional lines are outside this rule (3.4).
7.2 Redaction. Component identities, customer names and commercially sensitive figures may be redacted, provided the fact the criterion scores remains verifiable from what is supplied. A redaction that removes the scored fact — a safety controller of undisclosed rating, a claim rate with the denominator removed — makes the line incomplete under 7.1.
7.3 Scope and fallback. A line of scope model shall describe the rated range (3.6). A line of scope model or company may be supplied company-wide only where the model-specific record does not exist or cannot be separated, and the criterion then scores at its stated company-wide ceiling (VRS-GEN-005 §6.5); the pack shall say which lines are company-wide.
7.4 Windows. A record-type line shall state its window (3.7). Where a criterion states a minimum window, a shorter record is supplied with its actual window and scores as the criterion’s ladder provides.
7.5 Third-party items. Third-party reports, certificates and measurements are recognised at the Verified ceiling of the criteria they cover, and at the Certified ceiling only where the demonstration protocol names them as an accepted equivalent to a specific step (VRS-GEN-005 §6.7, VRS-GEN-012 Clause 6). A certificate shall be verifiable in the issuing body’s register.
7.6 Dating and attribution. Every item shall be dated and attributable to the manufacturer or the third party that produced it. Undated items shall be dated by the officer attestation.
7.7 Language and format. Items may be supplied in the language in which they are maintained; the reviewer may request a translation of any item, at the manufacturer’s cost, where the scored fact cannot otherwise be verified. Any machine-readable format is acceptable; screenshots are not.
7.8 Refresh packs. For a rating refresh (VRS-GEN-004 Clause 7) the manufacturer shall submit a change declaration (8.4) mapping every hardware and software change since the rated range to the criteria it affects, or stating that there are none, together with the lines those changes affect; unaffected lines are carried forward under the previous attestation.
8 Attestation
8.1 A Verified or Certified assessment shall proceed only on a pack attested by an officer of the manufacturer (VRS-GEN-003 §6.10). The attestation shall be in the fixed form of Annex A and shall not be varied.
8.2 The attesting officer shall hold authority to bind the manufacturer as to the accuracy and completeness of technical and commercial information about the model, and shall be identified by name and role.
8.3 The attestation shall cover the pack as submitted, including every declared inapplicability (4.2), every redaction (7.2) and every company-wide fallback (7.3). A supplementary item supplied after attestation shall be attested by a supplementary attestation in the same form.
8.4 A refresh pack (7.8) shall carry a change declaration in the fixed form of Annex A, Part B, attested in the same way.
8.5 A pack found to contain a material misstatement after attestation is handled under VRS-GEN-010 (withdrawal) and VRS-GEN-003; the attestation is the document against which the misstatement is assessed.
9 Receipt, check and record
9.1 On receipt Veyrum shall check the pack against Clause 5 and the applicable Clause 6 packs for completeness (7.1) and attestation (Clause 8) before any criterion is scored, and shall return a completeness statement to the manufacturer listing any required line missing or any declared inapplicability the reviewer does not accept.
9.2 The pack, the completeness statement and the attestation shall be retained for the life of the rating and not less than the retention period of VRS-GEN-009, and the rating’s registry record shall carry the pack reference, the attestation date and the attesting officer’s role.
9.3 The pack is confidential to Veyrum and the manufacturer. Nothing in the pack is published; the rating, its edition, its tier and the criterion scores are what the registry carries. Where a line’s content is also public (a datasheet, a declaration of conformity, a certificate) the public copy may be cited in the rating’s evidence basis.
10 Worked example (informative)
A manufacturer of a hypothetical autonomous mobile manipulator for warehouse picking applies for a Certified rating in the Industrial sector, class mobile. The pack it assembles is the intrinsic pack of Clause 5 plus the Industrial pack of 6.1.
From what it already holds: the model identity sheet and datasheet (IR-01, IR-02); a subsystem table with the safety controller given as “PL d, make redacted” (IR-03, redaction accepted under 7.2 because the rating is the scored fact); the intended-use page (IR-04); attested deployment figures and the first-sale date (IR-05, IR-06); the risk assessment, safety-function table, CE declaration and functional-safety validation reports at the declared limits (IR-07, IR-08, IR-09, IR-11); a notified-body certificate for the safety scanner (IR-10, optional, supplied); the firmware change log (IR-12); an empty field-safety-notice list and a company-wide incident register (IR-13, IR-14 — the register is company-wide, declared under 7.3, so the field-safety-record criterion scores at its company-wide ceiling); the FMEA (IR-15); rated-life table, environmental and endurance test reports, pooled operating hours, downtime record, release history and warranty terms with claim rate (IR-16 to IR-21); the service manual, parts catalogue, repair record, support terms, support performance, support horizon, training materials and service-bulletin register (IR-22 to IR-29); the claims table and the measurement reports behind each claim (IR-30, IR-31); no third-party measurements (IR-32, optional, not held); the SBOM, update description, access model, vulnerability policy with patch history, and data-handling description (IR-33 to IR-36, IR-38); no security certification (IR-37, optional, not held); the ISO 9001 certificate, company profile and warranty-honouring figures (IR-39 to IR-41); the officer attestation (IR-42); and the price list, cost model, residual records and licence terms (IR-43 to IR-46). For the Industrial pack it adds the application-class envelope declaration (IND-01).
The completeness statement (9.1) records 46 intrinsic lines addressed — 43 required supplied, two optional supplied, one optional not held — and one sector line supplied; two lines company-wide; one redaction accepted. The pack is admitted and the assessment proceeds to scoring and, in the same engagement, to the demonstration session under VRS-GEN-203 and VRS-IND-110. No number in this example is a requirement.
